Okay, so the serial killer isn't technically real.  But the "homeless killer" with red ribbons and denture marks staged by McNulty to increase his standing within the department succeeds wildly...in pointing out to criminal profilers what a deranged loser the alcoholic detective is.

Killer Instincts:  Peter Weller and Ally Sheedy of Psych
Psych's highest profile case to date, who could have guessed that "Mr. Yang" would turn out to beThe Breakfast Club's Ally Sheedy, while the real murderer turns out to be her father Robocop, er...Peter Weller? 
Yin and Yang proved an effective tag team of killers until Yin replaced his daughter with an apprentice, and hell hath no fury like a female serial killer scorned.

The Trinity Killer

Killer Instincts:  John Lithgow of Dexter
We know, we know.  If a serial killer from the show is going to make the list, how could it not be the main man himself?  Dexter aside, we've got to give credit where credit's due for Lithgow's horrifically creepy portrayal of Arthur Mitchell, and what that bastard took away from us in the final episode.

Killer Instincts:  Bruno Campos of Nip/Tuck
Slashing up (and occasionally murdering) his victims with Glasgow smiles and the mantra "beauty is a curse on the world, " The Carver provided the main menace for Nip/Tuck's third season and kept its mystery well, until in true plastic surgery soap fasion the killer was revealed as fellow surgeon Quentin Costa, who committed the rapes with a prosthesis and the help of secret sister detective Kit McGraw.

Killer Instincts:  Marcus Testory of Highlander: The Series
Originally one of the Four Horsemen, the immortal Capian resurfaced in Romania in 1996 as a serial killer who kept body parts in his refrigerator.  When re-united with his fellow riders, poor Caspian wasn't quick enough to escape Duncan's sword, or his own quickening

The Gormogon

Killer Instincts:  Laurence Todd Rosenthal of Bones
The third of technically four killers to bear the anti-Masonic kneecap-stealing, finger-snapping, toothy serial killer, "The Master" didn't have much in the way of facetime. But he proved one of Seeley and Boothe's most compelling cases to date, even if fans cry bloody murder at the reveal of Zack Addy as the apprentice.

Theodore "T-Bag" Bagwell

Killer Instincts:  Robert Knepper of Prison Break
That old, dirty bastard.  You love him, you hate him.  You made him a regular cast member after only two episodes, and the shadow of T-Bag would continue to loom over the entire series as Bagwell took his intrinsic raping, murdering and pedophilic ways across the country, sometimes completely detached from the main storyline!
Not to mention that the character proved popular enough for a brief appearance on Breakout Kings, as well!

Chris Keller

Killer Instincts:  Christopher Meloni of Oz
Initial member of the Aryan Brotherhood and on again/off again love to Tobias Beecher, Keller eventually admits to the murders of young gay men that first landed him in Oz, while find ourselves in deep confusion by alternating watching episodes of Law and Order: SVU.

Killer Instincts:  Frank Silva of Twin Peaks
The ultimate manifestation of evil and body-possessing killer of Twin Peaks, Killer BOB was actually written into the series after an error in filming accidentally caught set-dresser Frank Silva's reflection in a mirror during a dream sequence!

Dexter Morgan

Killer Instincts:  Michael C. Hall of Dexter
Sure ol' Dexter Morgan might have gone a bit soft in the last season or so, but America's most loveable serial killer (there's a phrase you never thought you'd say) has kept our bloodlust for years and overcame death itself to bring us plenty more introspective mayhem in the future
